Moving to Norway: customs, form RD-0030 and documents
Moving to live in Norway? Household goods can be brought in free of duty and VAT if a few conditions are met. We explain the conditions and which documents to prepare.
In short
When moving to Norway, household goods are free of duty and VAT if you lived abroad for at least 1 year, owned and used the items and bring them in no later than 1 year after moving. Form RD-0030 with an inventory list is used. The relief does not cover cars, alcohol or tobacco.

When are household goods free of duty and VAT?
Removal goods (flyttegods) are tax-free if (toll.no):
- you lived abroad continuously for at least 1 year;
- you owned and used the items abroad and will use them in Norway;
- you bring them in when moving, no later than 1 year after the move.
The value of the items doesn’t matter, and there is no minimum period you must keep them before selling.
Form RD-0030 and the inventory list
Removal goods are declared on form RD-0030 – “Innførsel av flyttegods – erklæring” (also available in English) (toll.no).
Attach a simple inventory list, e.g. “Box 1 – clothes”, “1 sofa”, and present it at customs in the red lane on arrival.
You will need a Norwegian national ID number or D-number. If you don’t have one, you can get a TRK number via Altinn.
When a carrier transports your goods
If a carrier such as NORVID transports your goods, the following must travel with the load (toll.no):
- form RD-0030 signed by you;
- the inventory list;
- a power of attorney allowing the carrier to declare on your behalf.
If you bring some items yourself and a carrier brings the rest, fill in two identical copies of the form with two lists. Contact us before departure – we will agree on the documents and loading time.
What is not covered by the relief?
- Vehicles – VAT and engangsavgift are paid (see our guide to registering a car in Norway).
- Alcohol and tobacco – only the normal traveller allowance and only if you travel with the load (e.g. 1 l spirits, 1.5 l wine and 2 l beer, or 100 cigarettes per person). The rest is taxed (toll.no).
- Work equipment, food and items from a holiday home abroad.
Weapons need a police permit, and animals must meet Mattilsynet requirements (vaccination, ID). In special cases – e.g. if you moved more than a year ago – apply in advance via Altinn.

Can I bring my car tax-free as removal goods?
No. The relief does not apply to vehicles – VAT and engangsavgift are paid.
Can I put wine in the removal load?
Only your personal traveller allowance and only if you travel with the load. Anything above is taxed.
Do you help carry and assemble furniture?
Yes. Help with loading and unloading is included in the moving price; carrying items in and placing furniture costs extra.
How much does a move cost?
The price depends on the direction, the amount of goods and the addresses. A full 20 m³ van from Norway to Lithuania costs from 800 € / 8,750 NOK; see the Prices page for the other direction and partial moves.

A gift to Norway is free of duty and VAT if it is worth no more than NOK 1,000 per recipient and is sent between private persons. Above that, the recipient pays 25% VAT on the full value. Tobacco and nicotine products cannot be sent from 2026. A gift from Norway to Lithuania is tax-free up to €45.

Then a technical approval is done at Statens vegvesen, and the one-off registration tax (engangsavgift) and NOK 2,400 scrap deposit tax (vrakpantavgift) are paid. In 2026, VAT on electric cars applies only to the value above NOK 300,000.
